SOCIAL SECURITY: The correlation of forces in the dispute for the Social Assistance Budget(2015-2018)
The objective of this research was to reconstruct the correlation of forces in this recent process of dispute between the ways of conceiving public spending in Brazil, based on data referring to social security. Through documentary research, the work seeks to demonstrate how the nomination of a political and economic crisis opened a window of opportunity to establish bureaucratic and political controversies over State expenditure / investments, and, in a second moment, to demobilize and delegitimize the social political agreements in the 1988 Constitution, to establish a new 'state reason'. Thus, changes in cultural perceptions about social security have changed the economic space and have also contributed to the spread of new meanings about it. Based on Bourdieu's Reflexive Sociology and taking as a reference works from Economic Sociologies and Finance, from the sociology of controversies, and with data extracted from the General Budget of the Union, General Balance of the Union available in the SIGA Brasil, information system of the Federal Senate the work tries to demonstrate how the budget becomes an instrument of cultural and political dispute over new state morality standards
