METHODOLOGY FOR INDICATING ENERGY TREATMENT TREATMENTS FOR URBAN SOLID WASTE: A CASE STUDY IN ABC PAULISTA
The ABC Paulista located in the Metropolitan Region of São Paulo State is composed of the municipalities: Santo André (A), Sao Bernardo do Campo (B) and Sao Caetano do Sul (C). These municipalities are territorially close, however, they are different with regard to municipal management and urban solid waste management (MSW). The three municipalities are quite populous and, like all Brazilian municipalities, consume much of their resources on MSW-related issues. Following the implementation of the National Policy on Solid Waste in 2010, and the growing concern about the depletion of waste disposal sites, the municipalities returned even greater attention to the theme. In order to assist in the difficulties encountered by municipal managers to adapt to the law imposed for the solid waste sector and in decision-making regarding issues related to this waste, always aiming to encourage their energy use, we intend to propose a methodology of energy use indicators and to present an algorithm that serves as a tool for the best direction of the waste generated in the municipalities. The resourcefulness and construction of these indicators involve three dimensions to be treated for discussion, namely: municipal waste management, waste management treatment technology, environmental management. This proposed tool will address the discussions on MSW treatment, final disposal of waste and incentive to recycling, as well as encouraging environmental education within the theme addressed. Given this, it is necessary to discuss all the points, be they technical, economic or social, which still generate great challenges for better management and utilization of MSW.
