SUMMARY:

In Brazil, there are many actions that aim, among others, to avoid or mitigate the
harmful effects resulting from the increased exploitation of natural resources used to
meet the comfort needs of human beings, especially energy consumption. One of
these actions is Energy Efficiency Program (PEE) of the ANEEL, which determines
that electricity distribution companies and permit holders must invest a percentage of
their Net Operating Revenue (ROL) in projects of Energy Efficiency (EE) throughout
the country. Public Higher Education Institutions (IPES) have benefited from this
program to implement Energy Efficiency Actions (AEE) on their campuses. The
selection of these projects is carried out through a ranking, in which scores are
assigned to several criteria, with the most relevant being the Cost-Benefit Ratio
(RCB). In this context, the question arose whether there are common characteristics
to the first and last classified projects. Thus, the objective of this study was defined,
which is to identify characteristics that drive energy efficiency projects in Public
Institutions of Higher Education according to a ranking obtained by modeling using
FAHP-TOPSIS. MCDM tools recognized in the literature were used to support the
decision to rank 160 EE projects from IPES in Brazil, which was confronted with
another ranking carried out through the RCB. Criteria judgments were obtained
through consultations with specialists in IPES EE projects. The results highlighted
significant differences between the rankings obtained, as well as consonance in
many characteristics identified among the classified projects. Optimization of lighting
systems is present in 62% of existing IPES projects, but in 100% of the top ranked
projects. The installation of generation systems using photovoltaic panels is present
in 38% of existing projects, but comprises more than 70% of the last classified
projects and less than 17% of the first ones.
