SUMMARY:

The Solid waste management in Brazil is still lacking, the National Solid Waste Policy leaves it up to the states and municipalities how the appropriate destination of waste generated from the forms of treatment that are described in it will be done and according to the reality of each region. In this way, the present study will show the current scenario of solid waste management in Brazil, the perspective of the new regulations for the country after more than 10 years of PNRS. It will also describe the forms of destination that the municipality of Santo André adopts, as well as the forms of use that are in practice, because it is a case study, the Municipal Environmental Sanitation Service of Santo André (SEMASA), as the main As a bibliographic source of information, the data collection technique was used to analyze the content of three types of documents: those issued by public and legal bodies (law texts, regulations, reports), the media (reliable news) and scientific papers. At this stage of the research, the main points of the National Solid Waste Policy, ABNT NBR 16849:2020 and SMA 038/17, as well as PERSU - PT and order 21294/09 will be described, in order to support the research with the comparison of the scenarios with Portugal in the same period of time. Resulting in a proposal to insert Fuel Derived from Waste combined with an efficient urban solid waste management, combining multiple benefits for the municipality, corroborating for a new model that could be adopted throughout the country.
