Human Rights and Public Security: The Case of Pacifying Policy Units (UPPs) in Favelas of Rio de Janeiro
The operation of the police institution in Brazil is frequently associated with the disrespect to human rights, especially concerning its acting in favelas. The present work aims to reflect about that relation by studying the units of Rio de Janeiro Pacification Police (UPPs). The way UPPs project was submitted seems to be a change on mode of governance built historically. Therefore, the central question is: Do UPPs present a rupture on the pattern violent relation between police and civil society? Our hypothesis is that although UPPs creation was based in a different rationale acting from those applied until then, it did not have big impact on how the institution acts in such sites. For this purpose, we will analyze empirical data for the period from 2007 to 2018, in all areas of Rio de Janeiro which received such policy.
