Public-private partnerships in early childhood education: a comparative case-studiy in the municipalities of Santos and Jundiaí
This paper aims to analyze how the implementation of Law No. 13.019/2014, the Regulatory Framework of Civil Society Organizations (MROSC), changed the process of hiring and evaluating Civil Society Organizations (CSOs). Based on the constitutional obligation to attend early childhood education and the municipalities' obligation to provide this stage of education, municipalities may choose to collaborate with Civil Society Organizations (CSOs) to fulfill this obligation. The analysis compares the implementation of MROSC in the hiring processes in two municipalities of the state of São Paulo, Santos and Jundiaí. This paper will analyze how contracts are stablished, the official documents disclosed about the contracting process and the evaluation process, as well as the proposed changes that were effectively implemented after the implementation of MROSC. In this sense, it investigates the changes that happened in the procurement and evaluation processes after the implementation of MROSC.
