RESUMO:

This research is based on two main objectives. Firstly, the objective is to deepen the conjuncture analysis model proposed by Herbert José de Souza (2014), from the identification of variables that can integrate each of the categories proposed by the model. The second objective is related to the empirical test of the conjuncture analysis model to evaluate the Development Consortium of the São João da Boa Vista Government Region (Conderg). This study will be based on the exploratory and descriptive methodological procedure. For data collection we intend to use the instruments of literature review and case study, in which the collected data will be treated from a qualitative approach. As a result, the identification of relevant elements regarding the assessment of the consortium in question is expected, presenting contributions to it as a public health policy, as well as contributing to the materials of the public administration area. public policy evaluation.
