Complex institutional arrangements and the challenges for the implementation agents: theoretical and practical perspectives from the National Policy on Solid Waste.
This inquiry aims to analyze the agency of the implementation bureaucracy while operating complex institutional arrangements. This research effort takes account of the ongoing complexification of these arrangements, as well as the growing interaction amongst policies themselves. From that on, the research will seek to comprehend how bureaucrats operate institutional arrangements, considering selected academic references and empirical investigation. It is preliminarily suggested that complex institutional arrangements demand different patterns of behavior from bureaucrats, in such a way that their actions not only abide to regulation, but should also engage different organizations, foster social participation and control, compliance and efficient public services.
Once identified the theoretical challenges related to the operation of complex institutional arrangements in policy implementation, this analysis shifts to an empirical approach, acknowledging the strategies and hindrances in routine implementation practices. For that goal, primary data was collected through interviews with implementation agents at Ibama concerning the National Policy on Solid Waste. It is expected to identify how those bureaucrats assess and develop the foundations for policy implementation, as well as recognize the challenges they face while carrying off their duties.
