THE INEQUALITIES IN THE CONDITIONS OF EDUCATIONAL OFFERING IN ABC PAULISTA MUNICIPALITIES: AN ANALYSIS ON THE FUNDING STRUCTURE OF BASIC PUBLIC EDUCATION
This study aimed to investigate the risks promoted between federations inequalities and educational inequalities from the perspective of the basic education policy, in the regular modality. The analysis evaluates the reality from municipalities of ‘ABC paulista’ in the period from 2006 to 2018. It is intended to understand the influence of educational funding structure together with the educational regional characteristics of each county to comprehend the contributions and restrictions to the realization of the right to education provided by the federative design of the country. The analysis is based on a literature systematic review about the characterization of the Brazilian federation, municipal educational profile and an educational income profile, with a series of works from historical data series and municipal educational indicators and indicators. The hypothesis of this study considers that due to the marked federative inequalities and distinct political, economic and administrative capacities among the municipalities, the less municipalized schools tend to have better educational indicators and, on the contrary, more municipalized schools tend to worsen in the indicators studied. Thus, it is observed that the current modus operandi of Brazilian federalism produces inequalities.
