Street-level bureaucracy and youth policies at the municipal level: A look at implementation and its relationship between description and discrimination
This research paper intends to discuss about public policies for youth,
focusing on the implementation phase, as well as on the daily work of
public agents, municipal servants who act at the front line of youth
policies, the so-called “level bureaucrats”. street ”, as presented by
the literature. It is intended to analyze the relational processes of
agents inserted in the public care network of a small municipality in
the interior of São Paulo, the city of Porto Feliz, from an
intersectoral perspective of action with the sectoral policies of the
territory. The research work uses the documentary method, with survey
and bibliographical study about the "state of the art" of youth and
public policies, seeking in the scientific literature understanding
about the youth universe and its implications on public and social
policies. As a consequence of such a perspective implies the recognition
that values and beliefs about youth are part of the political process.
The initial interest of this research is to look at the performance of
“street level bureaucrats”, giving voice to professionals who work
directly with youth in municipal services, as a way of translating
perceptions, difficulties and strategies used for access. of policies
among the subjects involved in this process, seeking to present new
readings about policies for youth, especially about marginalized and
socially excluded youth.
