Challenges faced by directors of public higher education institutions in Angola: a look at scientific research policies in the context of the Education System Basic Law
The Angolan Education System Basic Law (LBSE) establishes guidelines to be met in higher education. This law will provide guidelines that must be achieved through the implementation of public educational policies in this education subsystem regarding scientific investigation (Research) as one of the three pillars of higher education itself, that is, the second largest fundamental pillar of this education subsystem. Therefore, in section VIII, on General Objectives and Structure of the Higher Education Subsystem, articles 61,63,65 and 70 of the LBSE state that the Higher Education subsystem, through educational institutions, aims to train staff and technicians high level, the promotion and carrying out of scientific research, with the aim of contributing to the development of the country, ensuring a solid scientific, technical, cultural and human preparation. In higher education structures in Angola. Properly, higher institutions focused on teaching education. Which are: “Higher pedagogical schools and higher pedagogical institutes”, in which we are looking at the managers specifically, the general directors in which we will focus on answering the following guiding question: What are the main challenges identified by the general directors of the higher institutions, in the process of implementing scientific research educational policies as one of the guidelines established by the Basic Law of the Education System? Thus, the research establishes as a general objective, to analyze the main challenges identified by the general directors of higher institutions, in the process of implementing educational policies for Scientific Research as one of the guidelines established by the Basic Law of the Education System. A qualitative methodological approach was used, using bibliographic and documentary research as data collection techniques, and mainly the application of a questionnaire. To analyze all the data collected, we used the content analysis method.
