“THE ESSENTIAL IS TO KEEP LEARNING”: the curriculum policy of the city of São Paulo in the 2020-2021 pandemic crisis
Considering the debate about management reforms in education, the discourse of rationalization and modernization of procedures adopted in school organization, this research intends to analyze the practices mobilized in schools based on the national and local normative guidelines of the municipality of São Paulo for educational policies in the emergency context of the COVID-19 pandemic, with an emphasis on the curricular guidelines issued between 2020 and 2021. The specific objectives of the work are to deepen the theoretical debate on the managerial perspective in the formulation and implementation of educational policies, with a focus on understanding the notion of “ learning objectives” and the implications of this for the curricular policies implemented in Brazil since the edition of the BNCC, with the city of São Paulo as the field of analysis; map and analyze the national and local normative guidelines of the city of São Paulo for educational policies in the emergency context of the COVID-19 pandemic, with an emphasis on curricular guidelines and how these guidelines mobilized the school organization; record and analyze the debates and tensions that occurred in the public educational network in the city of São Paulo regarding the adoption of strategies to guarantee learning objectives in the emergency context of the COVID-19 pandemic; understand how the learning objectives expressed by curricular documents affected the notion of Education and school management in times of crisis, focusing on the case of the educational response of the municipality of São Paulo to the Covid-19 pandemic.
