SUMMARY:
From the 1990s to the present, the productive structure of the Greater ABC region, in the State of São Paulo, has undergone a series of rapid and comprehensive transformations. During this period, the Brazilian economy was marked by the opening of the market and the impacts of its integration into international competition. This situation provoked a demand for policies aligned with the Brazilian context, a peripheral economy, that could facilitate integration into global production chains, combat international competition and local economic orientation, which include policies aimed at innovation in companies. In this context, the work seeks to analyze the implementation of a regional science, technology and innovation policy (S, T&I), which is the Santo André Technological Park, based on the debate on the Triple Helix theory of innovation. This theoretical model aligns with the innovationist arguments that placed the park on the policy agenda, considering that this type of structure can intensify interaction between universities, companies and government and promote regional development. However, the triple helix model and innovationist arguments generated a debate about the suitability or otherwise of this theory to the context of peripheral countries, raising questions about the promises of this type of policy. Thus, the discussion on the triple helix will analytically guide the research, a very favorable reference for the object of study, as it is a municipal government policy formulated with the aim of promoting collaborative arrangements such as those proposed by the theory. A study of scientific and technological policy is proposed that will address problems faced by this type of interaction in the local scenario, and will use theoretical concepts and methods on the causalities and effects of technological innovation. Thus, the general objective of the research is to analyze the policy of the Santo André technology park based on arguments in favor and against the triple helix proposals, seeking in the case study, information that corroborates the theoretical propositions of this debate and allows for a better understanding. of the possibilities and limits of this policy. The specific objectives of the research will include: 1. Analyze, based on discussions about the triple helix model, the national context of science, technology and innovation policies since 1999, when the formulation of policies aimed at creating collaborative arrangements aimed at generating product and process innovation;2. analyze state and regional public policies that work with this perspective of bringing universities, companies and government together, specifically policies aimed at the creation of Technology Parks; 3. collect, systematize and analyze quantitative data related to the profile of research institutions in Greater ABC, surveying existing institutions and data on projects financed by the National Fund for Scientific and Technological Development (FNDCT) between 1999 and 2023, in addition to agreements and patents registered in the region, focusing on university-industry collaboration initiatives, thus adding empirical evidence to theoretical analyzes of policy documents. This evidence will make it possible to analyze regional innovative capabilities, one of the theoretical assumptions for the success (or not) of innovation policies, as well as those proposed in the municipality. It is intended to use qualitative analysis methodology, which will include bibliographic review, documentary analysis and quantitative data that provide empirical support for the argument. Policy documents will be analyzed (Laws, Decrees, park documents, communication material, newspaper reports, etc.), indicators on the production and dissemination of C, T&I, highlighting information and indicators of the interaction between universities, research institutes and companies private and public, in addition to other indicators of technological effort. This study is expected to discuss the policy of the Santo André Technological Park in depth, with theoretical guidance and contribute to the debate on innovation policies and the triple helix model in peripheral countries, questioning whether the creation of a legal framework legal and a policy explicitly focused on innovation are enough to transform the behavior of actors towards virtuous trajectories of interaction.
