Coordination of the Policy to Combat Violence Against Women: analysis of the design and institutional interactions of the policy to combat violence against women State of São Paulo and in the Municipalities of São Paulo, Itapecerica da Serra and Taboão da Serra
In 2003, combating violence against women entered the national agenda, with
the creation of the Secretariat for Policy for Women and after the II Conference on
Policies for women, the Pact to Combat Violence against Women was approved,
which consists of a federative agreement between the Federal Government and
subnational units for planning and implementing integrated public policies, which
aimed to consolidate the National Policy to Combat Violence Against Women.
However, there is no clarity on how the policy to combat violence against women is
articulated and coordinated at the local level, that is, in municipalities. Thus,
considering the context of governmental changes at a national level, the research aimed
to investigate who coordinates this policy to combat violence against women,
especially in the State of São Paulo and within the municipalities of Itapecerica da
Serra, Taboão da Serra and São Paulo. To this end, in addition to the literature review,
national decrees and ordinances and agreements signed with subnational units were
studied, drawn up and signed after the signing of the “Pact to Combat Violence
Against Women” with the aim of investigating how this policy was structured and how
its implementation was designed at the national level, as well as the normative acts that
organized the arrangements for implementing the policy to combat violence against
women in the State of São Paulo and in the municipalities of São Paulo, Itapecerica da
Serra and Taboão da Serra. Dialogue with the literature on public policy coordination,
this research aims to understand, on an exploratory basis, what the state arrangements
and capabilities are to execute a policy that aims to respond to a complex problem that
has several causes. The research findings bring important elements to the discussion
about the need to coordinate the policy to combat violence against women within the
scope of the Federal Government and subnational units.
