Achievements and limits of the family grant program in the Baturité massif region: the perception of public managers in the municipality of Acarape-CE
This work aims to study the role played by income transfer public policies in the region of Maciço de Baturité, Ceará, with a particular focus on the Bolsa Família Program (PBF). More specifically, it seeks to understand its scope and limitations in combating poverty, through the perception of local public officials in the municipality of Acarape, Ceará. The choice of this municipality was made to comprehend the importance that Bolsa Família has been playing in regions like this, which encompass small-population municipalities, a characteristic of the vast majority of Brazilian municipalities. In this context, it is necessary to understand the role that local governments can play, that is, how these managers interpret the scope and limitations of local public policies that may be present and contributing to poverty alleviation in the region, as well as the role that local governments may play in this regard, recognizing the specificities of the places where they operate. This research will be developed through a case
study and based on the assumptions of qualitative research techniques with empirical matrices that will flow into the analysis of semi-structured interviews.
