SUMMARY:

Although the prohibitionism still has a hegemonic character in drugs debate, it stands out the arising that gets more and more frequent of alternative models that question it's effectiveness. Be it trough the evolution of scientific research, the development of popular movements or the election of progressist governments, there is a change in the general paradigm of the drugs policy. To comprehend it, this article discusses the prohibitionist antecedents and the current legislation by a multiple cases study. Specifically, it's used the Multiple Flow Theory, by John Kingdon, to purpose an investigative and comparative approach about the change in drugs policy process in states that legalized the cannabis.
