Paths to the Internationalization of Higher Education: Discussions around the recent Brazilian agenda and possible post-pandemic paths.
This doctoral thesis aims to analyze the agenda and policy cycle in the context of the internationalization of Brazilian Higher Education (BHE) from 1985 to 2023. The study examines the evolution of the theme, including aspects related to the Internationalization at Home (IaH) and Internationalization of Curriculum (IoC) in decision-making processes, mapping policy flows and key stakeholders. Furthermore, a comparative study with Spain, a member of the ERASMUS+ program of the European Union, is presented. Through synthesized information, the research explores the hypothesis of a policy window in the post-COVID-19 pandemic era. In this context, questions are raised about potential pathways to enhance public policies in the agenda and internationalization programs through hybrid education, examining whether this model can contribute to a potential democratization of international educational opportunities in Brazil and strengthen domestic strategies in response to the global market of internationalization.
