Adolescents in Conflict with the Law: Analysis of Public Policies in Brazil in the Light of ECA's 30 Years
Law 8.069, of July 13, 1990, which provides for the Statute of Children and Adolescents (ECA), completed, in 2020, thirty years of enactment. The law, known as one of the most advanced in the world in guaranteeing the rights of children and adolescents, has rights such as life, health, freedom, dignity, etc. and also guarantees procedural differences for adolescents who commit an infraction (conduct described as a crime or misdemeanor).
In this sense, this research aims to analyze the public policies for adolescent offenders carried out by the Federal Executive, under the prism of guaranteeing the rights of adolescents (aged 12 to 18), through the analysis of norms and programs aimed at adolescents in the last few years. 30 years.
