ANALYSIS OF TECHNOLOGICAL INNOVATION NETWORKS IN THE URBAN SOLID WASTE MANAGEMENT SECTOR
This thesis proposes to investigate how technological innovation networks stimulated by Public Policies for Science, Technology and Innovation (S,T&I) are structured in the Urban Solid Waste (MSW) management sector. Our theoretical proposal seeks to characterize elements (institutions, projects and technologies) through macro dimension mapping with the purpose of visualizing the network in space and context. The aim is to understand the layout of these networks, their essential elements and the framework that supports the logic of interaction. To this end, the research aims to discover the structural characteristics of the network, understanding corresponding social variables that deal with density, geodesy, reciprocity, proximity, absolute degree, intermediation, equivalence, autonomy and structural control. The analytical section comprises “university-company” collaborative projects supported by the main agencies and institutions that work with S,T&I policies in Brazil. Data extracted from databases will be used (Fundação de Amparo à Pesquisa do Estado de São Paulo-Fapesp: projects; National Council for Scientific and Technological Development-CNPq: projects and research groups; Financier of Studies and Projects- Finep: projects; and National Institute of Industrial Property-INPI: patents). The data collected will cover the period from 2011 (first year after the National Solid Waste Policy PNRS of 2010) until 2022. The methodology will include bibliographical research, documentary research and secondary data collection. It is characterized as mixed approach research (using quantitative and qualitative methods for data evaluation and analysis), guided by the theoretical perspective of Social Network Analysis (SNA) with the use of software such as UCINET® and NetDraw® for analysis and graph assembly. The expected results include a database on projects, research groups and patents and a graphical representation of the technological innovation network based on this data, which informs about the agents' collaborations, including the identification of structuring programs, if they exist. The aim is to contribute to improving the development of innovative public policies in the sector and with the construction of a framework that helps in mapping strategic sectors for S,T&I policies.
