How does Universal Basic Income reach the decision-making agenda? A comparative analysis

SUMMARY:

The subject of this research is universal basic income (UBI), an ambitious public policy that would establish an income floor to cover the basic needs of all members of a community, without requiring means-testing or the fullfilling of conditions on the part of beneficiaries. In the literature, UBI is presented as a promising policy to guarantee access to income for all people in a political community, thus reducing social and material inequality and expanding citizens' rights, in other words, deepening the scope of social democracy and untying social security from employment. Although the proposal is discussed as a viable alternative on the political agenda all over the world and at different levels of administration, interest and mobilisation often translate into pilot projects and experiments with partial implementation designs or that hardly reflect the typical claims of UBI. It should be noted that there are huge political challenges that currently prevent the adoption of UBI in most countries. However, the literature points to some success stories in the international scene where these challenges seem to have been at least partially overcome, given that they are cash transfer experiences with designs that are considered sufficiently similar to UBI. The aim of this project is to identify and classify both the cases in which the proposal was implemented and the cases in which implementation did not materialise - despite having been considered - with the aim of verifying under what conditions the universal basic income became politically viable. It is expected that analysing these conditions will help to understand the Brazilian case, where UBI was instituted by Law 10.835/2004, but has not actually been implemented to date.
