ANALYSIS OF THE FORMULATION OF PUBLIC POLICIES FOCUSED ON REDUCING FOOD WASTE AND FIGHTING HUNGER IN THE MUNICIPALITY OF GUARULHOS (2010-2022)
To contain the advance of food waste, public policies have been accessing to the governmental agenda aiming at to minimize the environmental, economic and social impact caused by the disposal of food as solid waste and also become instruments to fight hunger. These policies have been formulated at different levels of government, and generally involve intersectoral articulation. Focusing on this theme, the general objective of the present study is to analyze the formulation of public policies through the Advocacy Coalition Model of Paul Sabatier and collaborators, to know how different interest groups, including companies, civil society organizations and government, act to influence the guidelines of these public policies. For this, a case study of public policies and programs aimed at reducing food waste and fighting hunger in the municipality of Guarulhos will be carried out. The period analyzed is one decade, as suggested by the Advocacy Coalition model, and covers from the creation of COMSAN in Guarulhos (Municipal Council for Food and Nutritional Security), in 2010, until 2022. The specific objectives are: 1. Identify public policies, programs and actions in the municipality aimed at reducing food waste in the period; 2. Analyze how coalitions are organized to influence public opinion and policy makers, using different strategies, such as lobbying and social media campaigns, to achieve their goals; 3. Analyze how policies to encourage food donation can be adapted to the different socioeconomic and cultural realities, as well as to the different conditions of infrastructure and logistics in each region; 4. Analyze how public policies can be more effectively integrated and identify opportunities for improvement in regulating public policy to combat food waste. It is hoped that with the result of this research, it will be possible to interpret whether there were interferences resulting from political changes in municipal management and to understand the capacity of influence of the participating coalitions for the creation and maintenance of programs. The proposed methodology for this research included bibliographical research, document analysis and semi-structured interviews with a sample of actors active in policy.
