Affirmative Action and the ethno-racial issue in the Federal Institutes of Education, Science and Technology: an analysis of student assistance policies for black students
The object of this research is to analyze the implementation of permanence and student assistance policies aimed at quota-holding students. To this end, it makes a comparative analysis between the Federal Institutes of Education, Science and Technology (IFETs) of Brazil, observing whether the Brazilian states that have higher and lower percentages of black population in their territory reflect in institutional policies of access, via affirmative action through socio-racial quotas, as well as permanence, through the (non-)adoption of policies for student assistance according to the ethnic-racial cut. In the first place, we will examine if the federal institutes are in fact complying with the legal criterion of the percentages that should be allocated to quotas in proportion to the racial data relative to the unit of the federation to which these institutions belong. Subsequently, we will survey the existing student assistance norms, in order to verify if there is an institutional concern (PI) to reduce racial/ethnic inequalities in these institutions, through the provision of actions, services, and programs. Next, we will reflect on the reasons why IFETs do (not) adopt these policies, understand the variations in the policies that are carried out, and identify trends in the adoption of policies, programs, and services for student assistance with a focus on race/ethnicity in the institutional norms.
