SUMMARY:

The National Solid Waste Policy (PNRS) establishes the obligation of reverse logistics for various types of solid waste to be carried out by public and private actors, consisting briefly of the allocation of a mass equivalent to the waste materials placed in the environment by those responsible for their generation to recycling or reuse, thus enabling the reinsertion of these materials in the production process. The PNRS guidelines have been implemented through some policy instruments, managed by various public, private and third sector actors, in a complex system whose objective is the shared management of reverse logistics waste. The Brazilian Federative Units were responsible for regulating instruments to establish instructions, rules and goals, as well as monitoring reverse logistics systems for packaging in general established by the private sector in municipalities. This context of interaction between institutions, rules and diverse actors led to the questioning of what are the main determining factors for the operation of these policies in the municipalities, with obtaining answers to this question being the general objective of the research. Based on the theoretical framework of the approach to multilevel governance of public policies, chosen due to the participation of several actors proposed in the formulation of the policy, this work carried out a bibliographic survey, document analysis and interviews with the general objective of identifying and mapping the main public actors , private and third sector that directly participate in the governance structure in the management and results of actions aimed at reverse logistics and selective collection of post-consumer packaging in the municipalities of Ribeirão Pires (SP), as well as the relationships between these actors. For this, the attributions, actions and relationships between the mapped actors were also raised, relating some concepts and theories of multilevel governance with the observed phenomena, especially those related to shared responsibility, which according to the PNRS must guarantee the implementation of public policies that regulate the municipal management of solid waste, the responsibilities of other instances of public power and the obligations of the private sector, represented by manufacturers of consumer goods.
