Urban politics, informality, public space management and local power: the case of Feira da Madrugada
How was the process of institutionalization of the Feira da Madrugada as a public policy? From this question we seek to understand how local governments face the issues of labor informality and land occupation as an urban policy. In a context of little national coordination, the municipalities have adopted different types of solutions to face this public problem. management and innovation. Based on theoretical references of urban policies and public policies, we seek to understand the trajectory of the empirical object analyzed, to identify the main actors and their coalitions, their interactions, and the resources used to mobilize actions for political change, and to understand how the urban context impacts the dynamics of public policies. To this end, a case study is carried out on the Feira da Madrugada, located in the Municipality of São Paulo, as a representation of this dynamic common to central spaces in cities.
