THE EFFECTS OF LOBBYING AS A PARTICIPATION TOOL IN THE CREATION OF THE TRANSCIDADANIA PROGRAM
This work guides the discussion about lobby from a new perspective. A common practice, carried out for some time, which still has a society's look of stigmas and prejudices, but which can be a very effective tool to access decision-makers. Leaving aside the axiological discussion about lobbying being something positive or not and recognizing the practice as something common to democratic regimes and carried out by the most diverse actors, the objective of this work is to make an exploratory analysis of the TransCidadania Program in the municipality of São Paulo, a historic achievement for the trans population and one of the pioneering public policies regarding the effective inclusion of this population in various spaces. In this way, to understand how social and political participation took place in the process of formulating and implementing this public policy, we seek to identify the use of lobbying as a participation tool and, from this, observe the effect of lobbying in the process of decision making.
