SUCCESSES AND FAILURES OF IMPLEMENTATION IN LONG-TERM PUBLIC POLICIES: the case of the Emerging and Sustainable Cities Program (CES) in the city of Vitória – ES, Brazil.
The search for sustainable cities has been fundamental for the urbanization in recent times, given a decline in the quality of life and socioeconomic and environmental conditions in the urban environment. To support cities in this agenda a lot of methodologies have emerged around the globe, like the Emerging and Sustainable Cities Program, developed by the Inter-American Development Bank (IDB). This methodology was applied in Brazil in six cities and this study sought to analyze the implementation in one of them, Vitória-ES, carried out between 2013 and 2014 and which resulted in a document called “Sustainable Vitória Action Plan”, which contains 43 actions each one its budget. Therefore, this study aims to understand and analyze the implementation process of this Action Plan, looking for identify in each of the planned actions the subjective or material elements that characterize the success or the failures in the implementation of public policies. Therefore, a document analysis was carried out to understand how much of the city planning was linked to the public management processes, followed by the application of semi-structured interviews with the public managers responsible for the Action Plan in the city and systematization of the findings. The literature that supported this research process revolved around the concept of sustainable cities, implementation and failures of public policies. As a result, it will be possible for the reader to understand where there were successes and failures over the years, the reasons that led to the results and carry out a reflection capable of subsidizing the improvement of sustainable urban planning.
