THE EFFECTS OF LOBBYING AS A PARTICIPATION TOOL IN THE CREATION OF THE TRANSCIDADANIA PROGRAM
This work guides the discussion about lobbying from a new perspective. A common practice, carried out for some time, which still has a view of society of stigmas and prejudices, but which can be a very effective tool to access decision makers. Leaving aside the axiological discussion about lobbying being something positive or not, and recognizing the practice as something common to democratic regimes and carried out by the most diverse actors, the objective of this work is to make an exploratory analysis of the role of lobbying in the formulation of the program TransCidadania in the city of São Paulo. We identified lobbying as a participation tool and, from that, we observed its effect to improve the informational environment in decision making.
