Social participation in São Paulo’s educational plan: potencialities and limits in planning.
Social participation has been the subject of many debates in the public policy literature, many authors consider it as a new form of planning capable of bringing the state closer to civil society. However, there are still many challenges to consolidating it more broadly: the literature recognizes that legislation is a necessary but not sufficient condition for such consolidation. This research aims to contribute to this debate by analyzing the state education plan of São Paulo in its stages of formulation, monitoring and evaluation, specifically on topics that are of state constitutional competence (high school, technical and vocational education, funding), but does not intend to only to analyze the legislation: interviews will be conducted with civil society actors to find out if the idea of social participation proposed by the state is sufficient to generate changes in the plans and improve its relationship with civil society.
