Partnerships between the public sector and Civil Society Organizations to meet the demand in early childhood education: a case study in the municipalities of Santos and Jundiaí
This work aims to analyze how the implementation of Law No. 13,019 / 2014, the Regulatory Framework for Civil Society Organizations (MROSC), and its implementation in two municipalities in São Paulo: Santos and Jundiaí, in the process of hiring Society Organizations Civil Society (CSO) working in early childhood education. Given the constitutional obligation to universalize early childhood education and the mandate of municipalities to ensure its provision, municipalities can choose this model to fulfill this obligation. This paper analyzes the process of signing these contracts and the changes promoted with the implementation of the MROSC.
