SUMMARY:

The Balanced Scorecard is a methodology initially created for use in business management and which has also been used as a tool to stimulate innovation when applied in the public service, providing improvement in public management. This instrument contains a group of perspectives to assist in planning and monitoring its execution. In the field of academic research, it is a subject that presents ancestry of studies on the subject, which can be verified through a survey and quantitative analysis of existing articles in databases with greater kinship, such as Scopus and Web of Science. In this way, a study of 10 cases in 7 countries was carried out, analyzing the progress of applications and evolution of studies on the subject, together with a bibliometric review. Note that the BSC adapted for use in the public sector is a very valuable tool, especially as it includes perspectives on intangible assets, which provide greater knowledge about the functioning of bodies and services. It can be used initially as a performance measurement system, leading to a new strategic planning model. Through intangible assets, it is possible to gradually change mentality about the importance of knowing the institution's mission, and progress towards greater efficiency of services. Bureaucracy, although well-intentioned to protect public goods, can delay optimization processes, for this reason, it is essential to continue using buttons such as the BSC so that public services can follow the evolution of society.
