ANALYSIS OF THE ECONOMIC AND ENVIRONMENTAL IMPACTS RESULTING FROM THE PRE-SALT IN THE BAIXADA SANTISTA
In November 2007, the Brazilian government announced the discovery of the pre-salt, with high prospects for oil and natural gas reserves. In September 2008 the first pre-salt production started in the Jubarte field, Campos Basin, southern coast of the state of Espírito Santo. One of the benefits for society with the exploration of Pre-Salt are the royalties and special participations. In light of this context it is appropriate to develop an analysis on the use of royalties from the Pre-Salt, as well as verifying how municipal public managers meet the needs of citizens through this source of revenue through this source of revenue, as the performance can trigger a better quality of life for the population of Baixada Santista. This research aims to analyse the economic and environmental impacts resulting on the Pre-salt exploitation in Baixada Santista. The quantitative method used: an analysis model with Descriptive Statistics, Correlations Matrix, Panel Data Model and Simple Linear Regression Model. In the qualitative method a documentary analysis was carried out of the websites of all the city halls of the cities that make up the Baixada Santista. In analysing the impacts on income, education and quality of life, through panel data were found to be significant in the models with the variables IFDM education, IFDM employment and income and GDP per capita dependents with annually accrued royalties. In the case of "employment and income" the influence was negative, this reinforced what was found in the correlation matrix. In the correlation matrix, when the value of royalties increases, the employment and income variant decreases. Through content analysis of the statements of municipal managers on the websites of the municipalities the importance given to the revenue obtained from royalties was observed. Regarding environmental impact, by analysing the websites it was noticed that some cities develop educational projects and the promotion of ecotourism, aligned with the characteristic of being a seaside resort. Thus, it can be stated that there are positive and negative impacts in relation to the exploitation of pre-salt in the Baixada Santista. The negative influence of the item "employment and income" can be improved with investment in science and technology creation of an information technology hub, leaving a legacy for future generations. It is also possible to invest in the area of creative economy, taking advantage of the natural characteristics of the cities, related to landscapes, history, culture and cuisine.
