SUMMARY:

The south american organized crime groups expanded their level of transnationalization at the last 20 years - especially at the Southern Cone - bringing violence, fostering ilicits activities, and making the insterstate relations more precarious against the mutual distrust - generated by the corruption of public workers. In this context, the main goal of this study is to understand how the organized crime groups could be a factor of great impact at the composition of the South America's Regional Security Complex, taking by exemple the transnationalization process of Primeiro Comando da Capital (PCC). With this, it is intended to answer the following research question: "From the perspective of Regional Security Complex teory, transnational organized crime could be considered the main risk factor of security to south american countrys, showing a convergence of this problem among the North Andean and Southern Cone subcomplexes?". This question leads us to consider as a hypothesis that the drug trafficking and transnational crime organizations could have become the main point of regional stress and common security risk to all south american states. The advance in the transnationalization of criminal groups (as PCC) makes the southern cone's security issues closer to the problems related to the narcoguerrillas at the andean subcomplex, making a joint resolution of the problem essential. Due to the nature of this question, it will be adopt in this investigation a qualitative research approach to the analysis of South American RSC, and about how the mesures to supress transnational organized crime were dealt with by regional cooperation bodies. To understand the PCC's impact at regional security dinamics, a study will be carried out on the expansion of the group to neighboring countries, and the impact generated in the region.
