SUMMARY:

In 2021, the United Nations Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons (PoA) celebrated its 20th anniversary. The program is the result of a political process initiated in the second half of the 1990s, organized by the United Nations with the commitment to accelerate initiatives to combat the negative effects of the proliferation of small arms and light weapons. It also aims to promote disarmament and international control initiatives with the aim of maintaining peace and security, as the ease of circulation and lack of control of small arms has become a serious global problem and gained prominence on the security agenda in recent decades. Since then, Brazil actively collaborates by promoting the implementation of the mechanisms advocated by the program at the international and national levels. However, this position changed with the arrival of the far-right in the Palácio do Planalto in 2019, leading to the relaxation of national laws on arms control and circulation. In this context, the overall objective of the research is to examine the implementation and conduct of an international program, the "Programme of Action," by the Brazilian government from 2001 to 2021.
