SHELTER "SEPTEMBER 13TH": HUMAN RIGHTS PRACTICES IN SHELTERS FOR VENEZUELAN MIGRANTS
IN THE CITY OF BOA VISTA

RESUMO:

For the study of international migrations (BAENINGER, 2018; SASKEN, 2006) and human rights practices (PIOVESAN, 2019; TRINDADE, 2007) in the reception of Venezuelan migrants in Brazilian shelters, it is extremely important to verify if the international legal instruments and current national policies, as well as the daily practices in the sheltering process, guarantee minimum conditions for a dignified stay while the migrantes are waiting for a process of interiorization and integration into Brazilian society. Based on this, this master's thesis aims to analyze how human rights practices are promoted to Venezuelan migrants who remain in the 13 de Setembro shelter, one of the eight UNHCR shelters located in the city of Boa Vista, in Roraima, a state that shares a land border with Venezuela. The field research is divided into two moments: 1) exploratory research carried out in Boa Vista, from April 3 to 20, 2022, whose initial analyzes are already included in this qualification text; 2) and a systematic survey to be carried out in Boa Vista, in September 2022, after consideration by the examining commission. For the two moments of the field research, we are using three methodological procedures: 1) bibliographic analysis; 2) document analysis; 3) and participant observation. As a preliminary analysis of the field data, we emphasize that the shelters located in Boa Vista, which should serve as temporary shelter, are functioning as permanent housing, in addition to presenting structural problems, such as unhealthy conditions (heat, cleanliness), lack of  privacy (shared bathrooms, housing units serving more than one family at the same time) and process of militarization of shelters (time of entry and exit by optical reading and personal inspections). In this sense, we recognize that the migrant reception shelters in Brazil, which have international acknowledgement , takes a relevant place within the scope of Operação Acolhida, a task force maintained by the Brazilian federal government in partnership with international organizations, such as the Alto- United Nations Commissioner for Refugees (UNHCR). However, the structural conditions of the shelters do not meet the international standards provided for by the Esfera Manual, which ends up aggravating the vulnerability of Venezuelan migrants who depend on this initial assistance when arriving in Brazil.
