RESUMO:

This master's research dissertation takes as its research problem’s starting point the assumption that the clashes between West and East spread opposition to feminism, as a Western or liberal value. Contextualized in the occupation of Iraq by the international military coalition led by the United States, we are guided by the research question: How did the Iraqi women engaged in the debate about the future of their country and the intellectuals of the South position themselves politically concerning to the occupation of the Iraq (from 2003 to 2005)? From the theoretical-methodological perspective of Arab-Muslim Feminism, we seek to answer how women’s opinions on the multilateral agenda for gender equality was shaped during the period from the beginning of the occupation to the first parliamentary elections after the fall of the Baathist regime. With the hypothesis that Iraqi women identify with different proposals and, therefore, have heterogeneous positions regarding the foreign occupation of their country, we point out at least three groups among them based on their similarities of class, ethnicity, religion and if they had migrated to neighboring or northern countries. The first chapter presents feminist theoretical approaches to women’s studies in the Arab world, in which we carry out a scale of complexity from Feminist Theories of International Relations, through postcolonial feminism, to intersectional analysis and culminating in Arab-Muslim Feminism. The second chapter deals with the occupation of Iraq from this perspective, in order to explore the country’s antecedents in terms of sectarianism and the gender situation; the status of the Iraqi state’s engagement in the international gender equality agenda; and the promotion of Orientalist feminism by the occupying power through the implementation of women’s empowerment initiatives. The third chapter matures the dialogues present in the previous one between different perspectives of Iraqi women regarding the occupation and political reforms: we start with the repeal of the law that protects women’s rights in the family and the quota for women's eligibility in the 2005 Constitution; later on, we show the reforms in that law and the speeches of activists who denote dissatisfaction with it; to close the discussion, we present an overview of the parliamentary elections and the statements made by activists. We conclude, therefore, confirming the initial hypothesis and considering the meanings of possible groups of positions of Iraqi women regarding the occupation and their understanding of themselves, their people and the foreign presence.
