RESUMO:

Brazilian federalism and the process of redemocratization of the country brought about new actors and processes for national public policy making, demanding diverse forms of vertical and horizontal coordination for the political process of formulation and implementation of water resources policies. Considering that these policies are a management field particularly sensitive to the issue of scale, since the problems that affect water rarely correspond to the functional and territorial jurisdictional boundaries of the entities defined in the constitution, this research intends to understand the relationships between the different social actors involved in the governance process. This research aims to analyse relations of interdependence of actors of different levels and institutional contexts. Specifically, we look at the processes of formulation and decision-making in the case of the Water Resources Plan of the State of São Paulo. This case study will resort on different methods as data collection, documentary research, application of sociometric questionnaires and semi-structured interviews with key state-level stakeholders involved in the formulation of the plan. Social network analysis techniques will assist in the treatment and analysis of collected data.
