Energy efficiency policy for air conditioners in Brazil

The use of air conditioners has grown significantly in recent years, which implies an increase in energy consumption and, consequently, the generation of greenhouse gases. Developing countries with an equatorial or tropical climate, such as Brazil, have strong potential to expand this market due to pent-up demand. In this sense, estimates of the penetration of new appliances and also of the stock of air conditioners that will be in operation in the future is a key issue for national energy planning. The “Energy Efficiency Law” was a legal framework that established specific regulations regarding minimum energy performance standards for air conditioners. However, there is an absence of impact assessments. Thus, from data from the Possession and Consumption Habits Survey (PPH in Portuguese) of 2019, published by Procel-Eletrobras and also in the EPE Statistical Yearbook of Electric Energy, in the 2015 National Household Sample Survey (PNAD) and the IBGE Population Projection, an econometric model was used to estimate the income and price elasticities of the demand for air conditioners. Based on these estimates, penetration, inventory and energy consumption projections for these devices were broken down by split and window categories and by equipment capacity for the residential sector. In the lower growth scenario, between 2019 and 2040, sales projections will increase by 215% and stock by 56%. Considering a proposed case with stricter minimum energy efficiency indexes, in 2040 the energy savings reach 37.8 TWh which is equivalent to a reduction of 22.6 million tons of carbon.
