Abortion is a topic of social relevance that, in recent decades, has entered the political agenda. Many countries have had amended legislation aimed at regulating the procedure because of the health problems and the lives of women. Given the complexity of the nature of the theme, different political actors fall into the field of formulating public policies. At the national level, in the face of the process of redemocratization and the expansion of the representation of political groups in institutional spaces, there has been, in recent years, not only an increase in the number of proposals presented in the National Congress, but also an increase in the presentation of restricted proposals abortion. This paper discusses the difficulties that have been faced in the approval or rejection of laws that aim to decriminalize abortion as well as initiatives that restrict the rights of women and favor the rights of the unborn. For that, the role of the actors and the political-institutional arrangements in the Brazilian legislature was verified through the analysis of the bills that were processed during the 52nd, 53rd, 54th and 55th legislatures. It is emphasized that special attention is given to the centralized character of the decision-making process and to the preferences of the political-institutional actors present in the Chamber of Deputies and how these elements influenced the advancement or retreat of matters of this nature. Through the results obtained, the research found that the obstruction of the agenda favorable to the legalization of the right to abortion and the growth of restrictive agendas were favored by the preferences of the parliamentarians, the form of organization of the political-institutional actors, as well as the dynamics of the rules of the law. decision-making process.
