USING THE BALANCED SCORECARD FOR ENERGY EFFICIENCY PROJECTS STRATEGIC MANAGEMENT OF LOW INCOME TYPOLOGY : AN ANALYSIS FROM THE PERSPECTIVE OF LAW 9991/2000, ITS UPDATES AND ENERGY EFFICIENCY PROGRAM

SUMMARY:

In the 1970s, as a result of the oil crisis, such discussions were often used strategically for
sustainable development. From this period on, the energy sector has also been analyzed more
strategically for several reasons, among them configured or desperate and inefficient in its
production and use. In the 1990s, ANEEL was created, which culminated in Law 9991/2000,
which established rules for investment in Energy Efficiency and R&D projects by electric
utilities. From 2008 to 2018, there was an investment of around R$4.803.079.644,16 in energy
efficiency projects in the country divided into several types. This noticed that the criteria and
indicators considered most relevant for the analysis of projects are the quantitative ones, but
there are other non-quantitative indicators relevant to the development and analysis of these
projects included in the Energy Efficiency Program. Over time, adjustments were made to the
law, focusing on projects aimed at the low-income typology. The objective of this study is to
carry out a strategic analysis of energy efficiency projects, of the low-income typology, from
the period between 2016 and 2018, and to structure a balanced scorecard model focused on the
strategic management of projects by energy distributors and the ANEEL
For that, bibliographic and documental research was carried out on the subject of energy
efficiency, law 9991/2000 and energy efficiency program, in addition to the search for official
data from ANEEL on the subject. Next, the development of the ranking of projects approved
in the period of 2016 and 2018 began, using the AHP and TOPSIS multi-criteria analysis
methods, thus identifying their profile and their performances related to criteria established as
relevant by the actors in the process. Based on this, as a result of this study, two Balanced
Scorecard structures were developed that could help in the strategic management of indicators
for the analysis of the effectiveness of Law nº 9,991 and the PEE, as well as the implemented
projects. These strategic management models can be used by the actors involved in the PEE,
having as a parameter the law 9991/2000 within the context of the Energy Efficiency Program,
taking into account quantitative and qualitative factors, such as regional, environmental,
economic and technical aspects
