RESUMO:

In 1988 Brazil began a process of trade opening that was intensified and materialized in the early nineties. At the same time as promoting this trade opening, from 1990 the country also adopted measures that are considered protectionist from the standpoint of the dominant doctrine about international trade. In Brazil, one of the sectors that benefited most from protective measures during this period was the automotive sector and its chain.
It is a consensus in economic theory that protectionism is used to make the products of a national economy competitive with imports. And so that you can abandon the protective measures in the future. Given this, the following question arises: Did the outcome of protectionism in the automotive chain result in the theory's expectation?
