SUMMARY:

The proposed study aims to investigate the indications for parliamentary amendments states

 in the years 2020 and 2021 for education and culture, focusing on black population in the city

 of São Paulo, in order to understand whether and how there was parliamentary action in the allocation

 of legislative resources that impact on access to education and the preparation of this population segment,

 there are since, according to data x, black people found themselves in a situation of greater vulnerability

 and social exclusion. The research is justified given the current political and economic scenario in the country –

 characterized by unemployment and cuts in the area of education – and the permanence of racial exclusion in

 various sectors of society, given the insufficiency of public policies to effectively reduce problems that make the

 black population vulnerable when the centrality of the racial issue in the distribution of resources, especially with 

regard to education.
