SUMMARY:

Telework is a form of work that allows professional activities to be carried out at a distance. In the year 2020, with the COVID-19 pandemic, the Brazilian Federal Government, following measures taken in different countries, enabled widespread adoption of remote work among its employees through the Performance and Management Program (PMP). The implementation of the PGD was accompanied by the creation of a structure to implement and monitor the work productivity of employees, including those working in Federal Institutes of Education, Science, and Technology. This adoption of remote work, although necessary in the pandemic context, has also sparked significant discussions during the pandemic and in the post-pandemic period regarding the potential of this work modality in accentuating various forms of precarization of labor conditions. With the adoption of remote work becoming a reality, often advocated as capable of addressing the daily needs of a portion of public servants, this study starts with the following question: What are the repercussions of the advancement of platformization of work and digital labor in the Brazilian public service in the pandemic and post-pandemic context, and its consequences in relation to rights historically gained by federal employees, as well as the expansion of forms of flexibility and precarization of labor? The hypothesis is that while the adoption of remote work addresses the daily needs of a portion of public servants, it tends to intensify forms of labor precarization already present in the federal public service and in the work of Administrative Technicians at Federal Institutes of Education, Science, and Technology. In an attempt to answer the proposed question, the main objective of this study is to investigate the process of integration and regulation of the telework regime in the federal public service, observing the dynamics of digitization and platformization of work activities among administrative technicians at the Rectorate and São Paulo Campus of the Federal Institute of Education, Science, and Technology of São Paulo (IFSP) and its possible expressions in what labor studies have termed as labor precarization. Methodologically, the research is grounded in the historical-dialectical approach. It is a case study of an explanatory nature (exploratory and descriptive), with the development of field research and the use of qualitative research instruments, temporally delimited between 2022-2024. To achieve the proposed objective, data collection will be carried out from both primary and secondary sources. Primary data will be obtained through interviews with employees associated with the PMP who use remote work. These interviews will be conducted with an open-ended question guide to obtain a deep understanding of the implications related to the adoption of remote work in the institution. The sample will be non-probabilistic and based on the "snowball" method. Secondary data will consist of bibliographic and documentary sources related to the theme. The analysis of the data collected from the interviews will be carried out through thematic categories to observe the conditions and situations of the development of telework, without losing sight of the specificities related to the interviewees' profiles, professional activities, and gender markers.
