THE INTERNATIONAL INFLUENCE IN THE FORMULATION OF INNOVATION POLICIES: study of the strategies of science and technology parks in Brazil (2003-2022)
This work aims to understand how the State, at the federal level, incorporated, from 2003 to 2022, the influence
of international actors and organizations in its cooperation strategies for innovation. It starts with a theoretical
discussion about the relationship between innovation and development, analyzing the main ideas of the
evolutionary economics school. The State's role in structuring Science, Technology and Innovation policies and the importance of
cooperation for innovation are also discussed. In the empirical stage, the methodology of a single case study is used,
with a focus on understanding the strategies adopted by the Brazilian State in the aforementioned period,
especially in initiatives related to science and technology parks in the country, and in the influence of three
nternational actors for the constitution of them: multinational companies, international organizations
and hegemonic national systems (in particular, the US and the Chinese). Thus, we seek to contribute to studies
on the development trajectory of Brazil in the area of ST&I, by understanding the role of the international
dimension in conducting strategies in the area and the power relations between countries in the Global North
and South, that establish asymmetries in the production and distribution of knowledge.
