SUMMARY:

William Arthur Lewis dedicated his extensive career as an Economist, Professor and Economic Advisor to poor countries, especially in the Caribbean and Africa, to overcoming underdevelopment, becoming a Pioneer of Development Economics and winner of the Nobel Prize in Economics, being the only black person to integrate any of the groups. Revisiting his economic thought from a critical epistemological perspective, capable of unveiling and highlighting his racial perspective on economic development, this Master's thesis analytically compared his best-known work, “The Theory of Economic Growth” (1955), and his last, “ Racial Conflict and Economic Development” (1985), with the aim of answering the question: “was there a change in Arthur Lewis’ conception of race and development between 1955 and 1985?”. Methodologically, we used a bibliographical review and theoretical discussion about the mentioned works and authors; we adopted the Epistemologies of the South, as an epistemological critique of Eurocentrism (according to the systematization of Boaventura de Sousa Santos), as a theoretical approach; we discuss, as a theoretical basis, Frantz Fanon, Aníbal Quijano and Walter Rodney, as references of anti-colonial and anti-racist thought on race, racism and development (according to the systematization of Silvio Almeida); and we systematize culture, society and geopolitics, as central elements of the relationship between race and development, as analytical excerpts. This process resulted in the understanding that Lewis came to understand racism as an unequal structure that perpetuates underdevelopment at the local and international level, whose economic and cultural roots must be fought by individuals and states; however, the civilizing form envisioned by him for the ex-colonies and the ex-colonized remained that of the colonizer, just as overcoming underdevelopment remained conditioned to the merit of blacks in doing justice (culturally, socially and geopolitically) to the development they craved, despite the historical roots of their poverty. It was possible to conclude that, although socially he fought for the development of subordinates, epistemologically, Arthur Lewis did so armed with the dominant reason, Eurocentrism, which distorted his interpretation of decisive aspects of reality; yet, thinking racially about development allowed him to recognize that dominant economic theory is unable to properly address the racial conflicts of modernity, which would require an alternative political philosophy to be constructed.
