DEVELOPMENT PROJECTS AMONG GUARANI AND KAIOWÁ IN THE 1970S AND 1980S: An analysis through dependency theory

Between the 1970s and 1980s, Fundação Nacional do Índio implemented among the Guarani and Kaiowá from Mato Grosso do Sul a series of projects aimed at transforming Postos Indígenas into productive areas. Called “community development projects”, “integrated development projects” or, more commonly, “agricultural projects”, these turned to the production of commodities, which received more and more incentives from the State, which saw in the region a perspective of economic growth due to its “agricultural vocation”. The projects failed to make the areas productive and also in their secondary objectives, such as improving health, education and basic sanitation conditions in these communities. A literature sought to investigate the reason for this failure and highlighted elements linked to the incompatibility between the socioeconomic organization of these peoples and the structure of the projects. Having the dependency theory as a theoretical reference and considering that development projects were presented as a solution to problems caused by the development of capitalism itself, this dissertation sought to contribute to this literature, investigating which economic and social relations were hidden in the appearance of these projects. As methodology, we used document analysis and literature review. We concluded that these projects were inscribed in general trends that responded to the needs of the capitalist world system in a context in which the territory of Mato Grosso do Sul and, therefore, Guarani and Kaiowá, was increasingly inserted in the global dynamics of production. They were, therefore, a response to the needs of the exporting pattern of productive specialization and not of the Guarani and Kaiowá.
