Determinants of the Failure of the Establishment of Export Processing Zones in Brazil in the Light of the Chinese Experience and the Current Phase of World Capitalist Accumulation
This research sought to answer the question about the political and economic determinants that made the installation of Export Processing Zones in Brazil unfeasible. The idea of installing EPZs arose in the late 1980s, motivated by the government of President José Sarney, who sought to find solutions, via industrialization, for regional development in the Northeast. The proposal was strongly opposed by the business community in the Southeast and South, the main responsible for Brazil's export agenda, under the argument that the EPZs would become Manaus Free Zones. However, to go beyond a merely political and domestic response to the proposed question, an attempt was made to understand the transformations of capitalism from the dynamics of economic financialization and its impacts on dependent economies, such as the Brazilian one, during the 1980s, with deepening in the 1990s. We also seek to investigate a successful experience with this type of expedient, namely the Chinese case. Thus, we verified that, in addition to the lack of interest and opposition from the business community of Southeast and South, part of the union movement and political sectors as reasons for the failure of the ZPEs in Brazil, the absence of an investor State, also weighed heavily. In practice, this State did not exist from the 1990s onwards, given the option for a macroeconomic policy supported by the financialization of the economy, which prioritized the abstract valorization of capital, over its reproduction through the production of goods and services. Therefore, an unfavorable environment for industrialization projects capable of promoting regional development was created. The fact that only one EPZ, that of Pecém, in São Gonçalo do Amarante, Ceará, has been implemented, becomes an exception that confirms the rule, as it had state support, via BNDES, for important infrastructure and of installation of companies in the area.
