RESUMO:

The international trajectory of the so-called Third World is marked by the struggle against the entire process of exclusions and asymmetries of the global capitalist system. The models and strategies used varied historically, but at least until the 1960s, many countries would end up following policies linked to the so-called development economy. At the same time, even though Soviet experience served as an example as a non-capitalist model of development, there was a perception that some of the policies adopted in the USSR were not consistent with the reality of peripheral countries. In this sense, what is noticeable is the search for alternative development strategies, which are neither linked to capitalism nor Soviet socialism. Maoism in China can be seen as one such attempt, especially for the originality and appreciation of the peasantry as a central actor in the development process. In Africa, African Socialism appears as part of this movement. One of his most important formulations was that created by Julius Nyerere, who from the notion of ujamaa creates a development strategy known as self-reliance, which would have as its central component the satisfaction of the basic needs of the population and the fight against external dependence, in the form of the use of its own forces. Nyerere's perspective would take shape at the turn of the 1960s to the 1970s, as the international crisis worsened. It is at this moment that the concept of collective self-reliance is formulated as a development strategy for the countries of the South. We analyze here the evolution of this debate.
