Since the Industrial Revolution, world society has seen a growth in population, production and consumption of goods which had not been witnessed in history. To make it possible, there was a change in energy product, which started to be based on fossil fuel, such as oil. After 1940, dependence on a fossil energy matrix ended up exposing the environmental and socioeconomic impacts of this accelerated development. In order to avoid the economic, social and environmental impacts arising from supply crisis and instability in the international scenario, countries saw the importance of a diversified energy matrix, with renewable sources. The German energy transition program, Energiewende, is considered a unique model at the European Union, and it works as a standard for other countries around the world which are focusing on renewable energy. 

The present work intends to analyse the strategic planning and public policies for generation of renewable energies adopted by Germany between 2008 and 2019, drawing a parallel with Brazil. This will lead us to understand how this sector absorbs and re-elaborates some proposals to reformulate the matrix, and how they are incorporated or reframed by planners. With this analysis we expect to have data to find an answer to the applicability of the German model of energy transition to the Brazilian scenario, addressing: comparative aspects of energy policy strategies, institutional conditions for the development of renewable energies, private and public sector's involvement, public and private financing structures, and the involvement of the population on the topic.
