THINK TANKS'S THINK TANKS FROM CHINA AND THE UNITED STATES: power through ideas and the political economy of public policies
Members of the BRICS group (Brazil, Russia, India, China and South Africa) promote, prior to the annual Summits of host country governments, meetings and studies in a Think Tank Council to exchange information between countries, promote cooperation in research on issues in emerging economy countries and create studies that can underpin the group's decisions. This research analyzes the think tanks (TT) members of this council with the question of how the BRICS member countries constituted the participating TT of the BRICS TT Council. To this end, a case study will be conducted with the hypothesis that the members of the BRICS have strategies to counteract the north-south hierarchy of state knowledge. The main objective is to know the history of creation of these TT members of the BRICS TT Council and the two secondary objectives are to identify the pattern of international circulation of state knowledge in the BRICS TT Council and to distinguish the strategies adopted by each country. for the constitution of the TTs representing them on the BRICS TT Council. The qualification text contains the introduction with the explanation of the methodology adopted and a first chapter on the Chinese TT.
