From the work of Baumol (1986) to the present day, the debate about convergence has been extensively put to the test in the national and international literature by different authors. Starting from the idea of convergence theory and using the methodology of panel data, this work will aim to analyze the possible existence of σ – convergence and β – convergence (absolute and conditional) of budgetary expenditures among the municipalities of Bahia in the period of 2003 to 2019. And what is expected is a process of convergence of these expenses, where the poorest municipalities converge to the level of expenses of the richest municipalities, as they grow. The result found was that in fact there is a process of σ – convergence and β – convergence, but in terms of β – convergence they are not applied to all controls used.
